Authors can't uncheck on Publicize

I have Publicize linking to Facebook and Twitter. The links were created in Admin mode, set to be shared to all users.
This has been working fine, no issues with the actual posting to Twitter/Facebook.
However…
Authors are unable to uncheck publishing to Facebook and Twitter. The boxes are ticked and greyed out.
Administrators have the option to check/uncheck.
Is this standard Jetpack behavior or might I have something conflicting?
