Author page only visible if user has published a post

Howdy, I have WP site with many users (writers). I want every user to have a public author page. This works fine with the author page with user that have published a post. Users that are writers but haven’t doesn’t get a public author page somehow. When I try the url I only get a 404.
This user have published posts
https://chwisgi.com/author/admin/This user have not published anything
https://chwisgi.com/author/anna/
