Author can’t post youtube videos, but Admin/Editors can?

has anyone experience the same problem with their blog… and is there a way to make it so authors can post videos. to me this is just bizarre, but when my blog authors inserts the video html and posts it no video shows up. i also created a test author account and experience the same problem.
