My site will be integrated with an external application. My external application needs to be able to access attached files uploaded thru the forum.

I see the attachment files in the backend file system, but there’s no real organization that i can discern.

Is there a way to have all attachments for a specific forum be saved in a specific path at my site?
Alternatively, is there a way to access the attachments thru HTTP query strings instead of FTP?

Essentially, i want my external app to scan an list all the attached files in the forum so that my app can consume the files for its use.

Files are uploaded using WP media library, so WP handles file names and locations, and by default they are organized in folders for years and months. There are tutorials on the internet how to control folders organization, but that would affect only new uploads.
