Attachment broken on Order Complete email but works on Processing email

The product attachment works great on the order complete screen and the processing email from WooCommmerce.
But the attachment is broken in the Order Complete email. When you click the button to download the attachment, there is an error page that reads:
Redirect Notice
The previous page is sending you to an invalid url (https://?attachment_id=567&download_file=5d0269fb22aed&wcpoa_attachment_order_id=5054).If you do not want to visit that page, you can return to the previous page.
