assigning orders to vendor based on zipcode

Hi,

I am working on website where client want to sell food online, they prepare food based on order received so there is no stock concept here. They have multiple shops which serves specific location(zipcodes) shops are manages by vendors. i want setup vendors by zip codes , and when user will place order it should be assign to vendor based on pincode.
eg. if user posted order from 400024 order should go to vendor who serves in location 400024, if user posted order from 400070 order should go to vendor who serves in location 400070

Any suggestion how can i achieve this?
which plugins i will need to use for this and what customization will required
