Assign user uploaded files to staff member

Hi members,

I was wondering if there is a plugin that can do this, a user uploads files and then a staff member can download them. Also the staff member uploads his files and the same user can make a download. However only the admin can give the permissions to the staff member to view the user files. Any of you had a similar request for a wordpress site and where i can find a plugin?
