Assign the form with files to a particular user

I’m creating a website for a client. People will upload income tax documents on the website.

My goal is to provide a process in a way that uploaded file of a particular client will be assigned to a specific user (employee in our case).

So I wonder if there is a gravity plugins for that or if you would have a particular file management plugin to suggest to me.

I’m doing some research but would be great to hear you about this… and may be give you an idea of a future plugin or addon to your plugin ??
