Assign Task to All Users

I would like to assign a task to all users individually. This would be perfect for my intranet solution. For instance everyone in my organization has to read and certify that they read the employee handbook. I would like to create a task for each person with a link to the pdf, and then track who has marked they completed it. Is this something that can be done?
