"Are you a member?" allows registration

Although the “Register” page (with [ajax_register] shortcode) correctly reports that “Registration is now closed”, clicking on the “Are you a member?” link on the “Login” page brings up a registration pop-up that allows people to register even though the WordPress setting “Anyone can register” remains unchecked.
