Could you please share a copy or link to your CSV file, or even a sample CSV with some dummy data for reference? That way, I can take a closer look at what might be causing the issue.

• CSVs should be in UTF-8 format.

So when you export the CSV from your spreadsheet program, make sure to choose UTF-8 encoding.
