Apply percentage to discount based on quantity

Hello is there a way to apply a percentage discount to all items in the cart if 4 or more are ordered. It seems to only be applying the discount when the item count is a multiple of 4. So it will apply it and update the cart at cart item count 4,8,16 etc etc
