Application components aren't displayed when attempting to create a form

I’ve installed and reinstalled it on the latest version of WordPress and I can’t create any forms. All of the necessary fields/forms aren’t being displayed when attempting to create a form. I’ve been told is that it’s a Java collision that’s stopping the screens to create a new form from showing up completely.
