    Hi,

    Thanks for the feedback.
    It’s correct – ‘edit_theme_options’ allows access to the “Appearance” menu, including “Appearance->Menu” item.
    Do you use some plugin which modifies admin menu (e.g. Adminimize, Admin menu editor)? If Yes, check the settings for this role there.

    A the final step, try to deactivate all plugins and if, “Appearance” menu will become available, activate plugins back one by one and retest to isolate which one conflicts with your needs.
