Appearance, Themes, and Plugins Menus Are Missing from Admin

I recently logged into my site and all of a sudden the Appearance, Themes, and Plugins menus are missing. I don’t believe I did an upgrade recently but I’m not positive about that. I think I did not because I’m still ono 2.9 and it says at the top of the dashboard that 3.5.1 is now available. The oddest thing is that usually at the top of the dashboard where is says the latest version that’s available to upgrade to there is a link to upgrade but right now it’s saying “WordPress 3.5.1 is available! Please notify the site administrator.” which is something I have never seen before. I thought that the issue here I’m having, which is “Appearance, Themes, and Plugins Menus Are Missing from Admin” was possible caused by a bad plugin to I deleted all my plugins from the plugins folder and went back into wp-admin but the menus are still missing. I then put all the plugins back into the plugins folder and I’m back to the place I started – i.e. with the “Appearance, Themes, and Plugins Menus Are Missing from Admin” . Anyone out there that can help me get these menus back? I would try and manual upgrade but it seems a little intimidating. Is there some way I can manually navigate to the Appearance, Plugins, and Themes areas to see if they even exist? Any other advice? Thanks in advance.
