Appearance a € " before my titles

I am not exactly sure what could be the issue. if it’s not a problem, can you please share the problem page url ? Doing a search gives me this url https://code.google.com/p/chromium/issues/detail?id=244049 which says similar type of bug was there in Chrome earlier too.
