Apostrophes and Quotes converting to odd characters

I can’t really put my finger on why all my posts and pages have converted all apostrophes with the characters a€?. I’m not sure if you’re browser can read those characters, but they’re odd. Why did this happen? The only thing I can think about is something happened during the upgrade.

Has anyone else experienced this?

I’m able to manually edit my posts to fix it, but that is going to take a LONG time, granted how many entries I have. Is there a quick fix to this?
