API tab – question re: options

Hello. Under WooCommerce > Settings > API, what are these settings used for .. and when are they needed versus NOT needed?
Also, why is “API REST” enabled by default, on the API tab under WooCommerce settings?
I am working on a PayPal Standard business account integration with a WP Theme that came with WooCommerce (which is up-to-date per 2015-NOV).
