Apache Status & Info permission denied

There seems to be a problem with the fact that the site is local (the url seems to be wrong). What local platform are you using?

it’s an ip address of a VM hosted on OVH hosting provider, the url I put was just an example. could that be the problem ? and need to publish the website.

OK. I was confused by the fact that the url was not correct (no “//” after the “https:”)

If the “true” url is correct, the 403 error indicates your server refuse to serve the page to your ip (127.0.0.1 or ::1 if apache is on the same vm as WP).
It’s mainly due to an Apache config issue.
