Anyone know how to include a way to select shelters in your area?

I know this plugin was made to display pets from a specific shelter — designed for websites that are about that shelter only. And so this may not be the best place to post this, but I’m not sure where else to ask for help.
Basically, I’m building a website about a specific breed (pit bulls), and want to include a way for people to find adoptable pit bulls in their own area. I know Petfinder’s site has a free widget that does this that you can add to any website, but…it’s really ugly and not customizable enough.
I’m trying to find a way to include a searchable list of dogs — that works exactly like this plugin, but…also has a way to search ANY shelter nearby (or at least a pull-down menu by state like Petfinder’s widget), and not just limited to specific shelters.
Has anyone been able to do something similar (perhaps customizing this very plugin), and is willing to share how it was done?
