any way to approve commenters for whole site?

I’m still getting email notifications with approval links on comments from users who’ve commented on other pages and been approved. I’m assuming this is because that user has only been approved (i.e. not on probation) for comments on that specific post/page.
It would great to approve someone for the whole site, so that the moderators had less work. Is this possible?
