Any kind souls? Blog 2 External Sites?

We’re a small non profit and have successfully installed WP on our website. To say we are computer illiterate would be an understatement. <s>

Here is what we are trying to do.
1. Instead of answering same questions over and over we want to use blog to answer questions just once
2. We have other non profit sites who want to post our blog Q&A on their site but do not want their visitors to leave their site.
3. The idea is that a visitor can visit their site, click on a link to the blog (still on their site) and ask a question. The question would show up on all websites and we would be able to answer the question once and everyone would be able to view the answer.

Perhaps blog is not set up for this. Or perhaps this is what RSS is. In either case, we would deeply appreciate any kind soul who could assist us either by telling us how to do set this up or that it is not possible.

I’ve tried to understand RSS but am not sure how to set this up in WP or how other websites can access this information. Really could use some hand holding on this if any one would care to. Thanks!
