Another slow loading problem

I’ve got a handful of WP sites running, they ALL take time to load, the loading bar stops for an average of 5 -10 seconds before finishing loading, this is most frustrating!!!

I’d be very grateful if someone could tell me what’s going on, following are some test blank sites:

this is WP and twentyeleven straight out of the box – very slow initial load

– https://intune.co.uk/wp3.3.1
out of the box, but with W3 total cache – a bit quicker initial load

I’ve tried using different DB hosts, the result is the same. Also, I have other non WP sites running from the same DB host, these are FAST!
As you can see, have tried W3 total cache (and others), a bit better, but there’s still a bottleneck.

I don’t think it’s to do with the CSS and JS, as :
intune.co.uk/wp3.3.1/test.html
is a html equivalent, loading up the same CSS and JS, but this comes up instantly.

Any help would be grateful received.
