Another select2 drop-down issue

It seems the fix committed from the Git bug report didn’t cover all the select2 drop downs.

I create a lot of Users through the Admin pages. When doing so, the Country and State select2 drop down search fields don’t keep focus when you start typing. I usually type “UN” in country to filter to United States, and then hit enter to select it, then tab to the next field. Recently, in the last couple of months, when I do this, the field doesn’t maintain focus and the “n” key activates the Notification shortcut for Jetpack. I submitted this issue to Jetpack, and they confirmed it is an issue with the fields in the User creation page, the select2 fields added by WooCommerce.
