Another Order Number

How do you fix this?
Upon placing a successful order, a few moments later there will be a new product order from the same customer.
The first order is marked as complete but the status of the 2nd new order is “On hold”.
*Note: they are only billed from the first order
I don’t have PayPal identity token or API credentials since it is sandbox but probably won’t have it too once we go live.
