The Annual report appears to work properly on my end:

To access it, you’ll need to be logged in to the WordPress.com account you used to connect your site to WordPress.com.

I live in Brazil, so when I click on that link, I get redirected to https://br.jetpack.me/annual-report/68380796/2015/. Do you think that can be the problem?
