Animate-able?

I am helping someone with her website (meaning, I get gas money and nothing else): https://www.darlinhouse.com
On the home page, she wants to animate the “Welcome” button. On other pages darlinhouse.com/blog, …./main, …./info she also wants to animate the words/buttons, much like an ordinary menu changes when hovering.
At this point all the pages are jpgs, but I can change those if needed. Will your plugin easily accomplish this?
