To rule it out, temporarily switch to a default theme with all other plugins deactivated, does the issue persist? If so, delete and re-install Page Builder. If the issue persists, re-install WordPress. Dashboard > Updates > Re-install Now.

Thanks for your incredibly fast response.
1) I switched to “Twenty Seventeen” and deactivated all other plugins, still no Page Builder.
2) I deleted and re-installed Page Builder, still no Page Builder.
3) Currently attempting to reinstall WordPress, but it seems to be hanging on “Unpacking updates.” I’m going to try re-installing via FTP. Will keep you posted.

Okay. Re-installed WordPress via FTP with all files new (did not touch “wp-config” and “wp-contents” folder). Theme is set to “Twenty Seventeen,” all plugins deactivated except Page Builder (I even deactivated the SiteOrigin Widgets Bundle).

Still no Page Builder Tab.

I would say it’s possibly a hosting issue, but I actually have the same site hosted at both GoDaddy and Westhost (test site was GoDaddy, live site it Westhost… now that I think about it, I probably should have run these error tests on the test site…).

Any other ideas?

Please disable CONCATENATE_SCRIPTS. This will require editing your wp-config.php file so if you need help with that, I would reach out to your hosting provider.

Once disabled, please check if this issue is still occurring and if it’s not, please send us an updated Pastebin of your console.

After reinstalling WordPress, did you clear the GoDaddy cache as well as your browser cache? I ask as the mentioned JS error in your latest script suggests a general issue with the core WordPress JS files. Regardless, does that error message persist after temporarily disabling SiteOrigin Page BUilder?
