Anchor Links Opening in a New Window!

Hi. I love the plugin but, I have one problem. Since activating the plugin on my trucking schools website Truck Driving Schools Info, all my anchor links are now opening in a new window instead of forcing the page down to the anchor. I know it is only your plugin that is causing the problem because when I deactivate the plugin, the anchor links go back to normal. Here is a webpage from my website to show you what I mean:

About halfway down the page, if you click on the “Click here” where it says “Click here to see the map and clickable list of North Carolina DMV Offices that offer the CDL written tests.” a new tab will open and then it will shoot down to the map. How do I resolve this?
