anchor links in menu going to top of page instead of anchor when clicked

Sorry for the newbie question, I am two months into WP and am trying to make my website a little more sophisticated.

I am trying to create drop down menus with links to anchors in the middle of pages. The menus drop down, but when I click on the links they just take me to the top of the page instead of to the anchor.

I am using the 2011 theme, with the NomNom child theme.

I set my anchor as:

<h2><a name="Blog"></a>About the TSPallocation Blog
<strong></strong></h2>

Under appearance/menus I created a custom link with the URL:

https://www.tspallocation.com/about-tsp-allocation/#blog

I’ve been searching for an answer and saw one suggestion for using ID in place of name in my anchor, but no luck there either.

I’m sure I’m just doing something really basic and dumb wrong, but would appreciate a pointer.
