Anchor link always link to first tab

I create custom text link to my tabs in footer
but anchor link always link to only first tabs
how to fix it.

here’s my tabs

and custom text link in first column of my footer.
btw. if I’m stay on tabs page custom link in footer is work fine but when I’m on other page like “home page” custom link always run to first tab only.
