Anchor Block Plugin ignores optional top margin

Hi there!
First, thank you for providing a simple function that in all honesty seems like it should be a part of the Gutenberg editor. Much appreciated!
I am using the plugin to create anchors within a page. It works fine when not applying any optional top margin. However, I am using a theme with a sticky header and without applying that offset, the page scrolls such that part of the anchored area is under the header. So, I am looking to use the offset feature. However, it seems to have no effect. In the referenced URL above, I have two points where I have inserted the block into the page and when clicking the links, it still scrolls to the same place. I am adding 200px with no luck. I do notice that when specify a negative number, the plugin seems to add that much actual space (much like using the spacer block) to the top but I’m guessing that is not the intension.
I am using the OnePress theme with WordPress 5.3.2. I have seen it not work on Safari, Chrome and FireFox. I’ve also tried this with the WordPress 2020 Theme and the Polestar theme. Same result.
