An image and list of links

I’m trying to recreate the tiles (crane runways, bridge cranes, etc.) here: https://www.cranewerks.com/ as widget/s that I can use with SiteBuilder by SiteOrgins. Basically I need to set an image and title in a link, then have a flyout with a list of links, maybe some images in that list. I know css (so I can make the shadows, blue gradients, flying out, etc.), but I’m not so good with php.

So does anyone know of a widget that will let me do that? It would be great if the list could be pulled as all the sub-categories and posts of a particular category. Or if there’s a widget that already does that / if WP does that and I’ve just missed it, ideas for displaying the main image?
