An Administrator Sticky Note

Is there a way to leave a message on the administration page (Dashboard) so that any admin will see it?

I’d like to leave a prominent message there, like a sticky note, to draw the attention of any admin to the README files that describe the various tweeks and customizations to the site.

I could create pages and simply leave them unpublished, but something more prominent would be better.
