An Admin cannot be a librarian?

    WordPress won’t let me create a 2nd user account with the same email address – you get the error “Error: This email is already registered, please choose another one.”

    How do you admin the site AND be a librarian?

    You would have to hack the PHP code to add the librarian privs to the admin user. Or else create a new E-mail account and create a new user.
