Amp version of page, but no AMP plugin installed

I accessed our site from my phone and I got a weird stripped different colored basic page.

WHAT is this?

I then viewed it on a desktop and it showed the correct thing. and then showed the proper page on the phone.

After updating things, some css, I went out and came back after a few hours and now the desktop looks exactly like the mobile version.

But loading it on my phone it looks correct.

What the heck is going on? I do not have anything AMP installed on the site.

If I go to the menu in the weird version, I can go to different pages and they show correctly now and then, but the home page does not.

Why does it go back and forth?
