AMP missing in Customizer

    I’m unable to use the AMP settings via Customizer. I clicked the option AMP under Appearance –> AMP but the fieldset only shows for a few seconds before disappearing. I’ve already enabled the core Twenty Seventeen theme to see if I had a conflict with my custom theme. No dice. (I’m including a gif via url below)

    Any ideas what I’m doing wrong? I can’t actually configure anything like this…

    I think it is because you may not have any posts published. I’m able to reproduce the problem by deleting all posts. AMP currently requires one post to be published in order to open the Customizer.
