    Would be great if you could add the option “Yes (always require it)” to the configuration setting for “Allow customers to self-certify their location of residence“.

    We always want to collect as much evidence as possible even if only “two out of three” is currently mandatory. Better safe than sorry for us merchants.

    This would open a can of worms. What if the customer self-certifies a different address from the billing or GeoIP lookup address – what should then happen in that situation?

    But in fact, the EU law doesn’t actually count self-certification as evidence. Unfortunately, the law doesn’t translate very well to technical realities. Self-certification exists as an option for store owners to decide what to do in the case of billing + GeoIP lookup disagreeing, to break the tie. But on a strict reading of the law (which, reports indicate tax authorities generally aren’t interested in), self-certified data has no value. Strictly, you should do something like telephone the customer and verify that you can reach them on a phone number whose country code matches the country you’re charging them VAT for.
