Always get 'Invalid Country' on payment page validation

Using version 1.9.5
After the upgrade, users are getting ‘Invalid Country’ when trying to pay for the product. (click on ‘cheque payment’ or ‘paypal’ in the checkout page)
My setting under ‘Page’ tab was:
Allowed Country – ‘Specific Country’This works on 1.8.6.
To get around the problem, you have to set ‘Allowed Country’ to ‘ALL country’ until jigoshop fix the problem.
