Allow users to upload files to any directory inside publi_html

Hi,

How I can allow users to upload files from their user account to any directory ( I will fix which directory they are to upload certain files . zip files) inside public_html.

I get articles as well as plugins allowing users to upload files in WP directories. But I want them to upload a specific directory which is outside WP install. Any plugins or article will surely help.
