Allow users to request new role

Hello,
I’m trying to set up some sort of 2 step sign up process for users.
1. User can fill out a short sign-up form, and they are automatically given the role Member Level 1. They can access some members-only pages but not all.
2. User can fill out a second, more intensive form to request the role Member Level 2. After the admin approves their application, their role is changed to Member Level 2, and they have access to all the members-only pages.I’ve figured out how to make multiple user roles, and how to hide certain pages from certain roles. I’ve figured out how to make a registration form for Member Level 1 that auto-approves new users, and I’ve figured out how to make a registration form for Member Level 2 that marks the user as pending and requires admin approval.
But I can’t figure out how to have someone at Level 1 complete the Level 2 form without having to register all over again. A member at Level 1 shouldn’t have to pick a new username, email, and password to request Level 2, and I would like them to still have access to their Level 1 things while their Level 2 request is pending.
Is there a way to do this? Thanks!
