Allow users to import po files

You can find a link “Import Translations” on the footer of each translation table, for each locale.

Yes, but not for Authors permission…

What do you mean by author permission?

Yep, o which one do I have to use? Editor?

Try to set user role to Translator and then check Give admin privileges.
