Allow user role to add new users.

Hello,

I want to have a user role that can only do two things:
1- REGISTER new users on the website
2- ENROLL them on a course.

The 2 is already done. But I can’t seem to find a way to allow user registration. All I have in my menu under that role is PROFILE. Instead of USERS – ADD Users

When I try to go to /wp-admin/users.php’ I get the following message:

You need a higher level of permission.

Sorry, you are not allowed to list users.

I tried looking at any other checkbox that could help but with no luck.

Can you help me?
