Allow Switching for other Roles

Hello!

So by default only admin can switch between users. I am wondering if there’s a filter that we could use to modify that restriction? I would like to allow additional roles to have the ability to switch between users.

I also have the User Role Editor plugin installed too. If I select the edit_users capability for any role, will those roles be able to switch between users? I haven’t installed the plugin yet and am trying to figure out if it is appropriate for my client’s needs.
