Allow Editor user role to access snippets

@mrmocha – Our initial thought process was that it’s too risky to allow non-Admins to insert code snippets to your site. Therefore, we truly believe it’s not a good idea to give Editors such access. The site’s security is worth more, and if an Editor truly should have ability to add code to site / change the site, they should be an Admin. (similar to how the back-end editor is only visible to admins)

However, we are considering such an option as it has been requested once before. So it’s possible this is included in a future update.
