Allow Admin to add an out of stock product to a cart?

The only way I can think of is by Adding an Order Manually, and then updating stock on the product back to 0 because it defaults to -1 otherwise:

Depending on how often you come across such instance, you may have to go with custom coding if you want to automatically reset stock back to 0 in such situations.

Choosing backorders would allow a customer to backorder. Our goal is to only allow a customer service rep / admin to add a an out of stock product to a customers cart.
