All users has nothing, it’s empty

I have this plugin network activated. The parent backend has all the users. (user count 42) But when i visit a subsite and click “view all users,” the table is empty. (with a user count of 1)
I am able to view the users when i create a group, and add users to it.
But even when i do that the users table stays empty.
I’m afraid my users can’t log into the subsites. Am I missing something?
