All users are redirected instead of the specified IP addresses

Edit: I just found in your documentation where it says I cannot use caching. I don’t have any caching plugins but I believe that caching is occurring through WP Engine’s built in features. Is there a way to use this plugin with WP Engine?

I set up a redirect so that users outside the US are redirected to a Coming Soon page. However, users from outside the US are still able to visit the site. I thought this was do to the site cache so I cleared it and then tried from a foreign IP again. This time, the plugin properly redirected users to the Coming Soon page. Great! However, after seeing this page, all US users were also redirected to the Coming Soon page. It seems like whichever page loads first after a cache clear is then subsequently shown to all users. I have used the plugin before and had no problems, so I don’t believe I am doing anything wrong with the plugin settings.
