We recently deployed Authorizer to our multisite WordPress network.

Under the Login Access tab of the Authorizer Settings, if no value is saved for “Which role should receive email notifications about pending users?” then all site users get the email, regardless of role.

On one private site in our network with 5 site administrators and 263 subscribers, all 268 users received an “Action required: Pending user” for each user who tried to log in and did not yet have a role.

Once the Save Changes button for the Login Access tab was clicked, with the email notification setting set to “None (Don’t send notification emails)” then the Pending user emails stopped.

Because “None (Don’t send notification emails)” is the default option in the select menu, it is not immediately obvious from glancing at the Login Access tab that a default value for that setting has not yet been saved in the database for that particular site.

I have only tested this on existing sites where the Authorizer plugin was network activated. I have not yet had a chance to test this on new sites.

The expected behavior would be for no Pending user emails to go out if no value is saved to the database for that option.
