    I found it it is Contributor mode but now I want to log all image uploads by IP and username to a .txt file in the media folder.

    You can change your post status settings to “pending review”. Then your users post will remain as pending and after your confirmation that post will be published. Please navigate to user fronted->forms->Edit your form ->Post Settings->Post status.
